   1. Analysis about the Impact of Regional Aviation Transportation Security Factors

  摘要:   It classifies the factors about the regional aviation transportation security that based on “5M”model. The assessment index system for regional aviation transportation security is established with system theory. To find out the problems in regional aviation transportation of China that contrast with the main aviation transportation through expert consultation and expert scoring. These factors that influence the safety are analyzed based on Analytic Hierarchy Process (AHP), the weights about these factors which influence the safety about regional aviation transportation of China are calculated. The reasons about the differences that influence each weight are explained. Results show that the influence on the safety of regional aviation transportation in our country is the management of state,not the regional plane.

   2. Evaluation of Airline Safety Based on Different Angles

  摘要:   Measuring the airline security level from two levels, One is based on matter element analysis which based on artificial subjective factors, according to the analytic hierarchy process to identify the weights that influence airline security, combining with the content about airline security audit, Then audit, assess, determine the score of factors which influencing airline security by experts. Integrate with these and get the airline security level. Another is based on the objective factors about safety data, trying to explore a calculation formula to measure airline security level. It finally gets the airline comprehensive safety level according to their respective corresponding weights with the specific score which calculate through two aspects.

   3. Discussion of the Application of Six Sigma in Civil Aviation

  摘要:   Six sigma is up to now the most successful quality management system. This paper presents different versions of six sigma and manifest six themes accordingly with brief sketch of each; then the DMAIC improved model of six sigma was drawn forth by the PDCA cyclic model with related data. Since aviation safety, air companies as well as airport are three important areas in aviation, the application of six sigma in the above three areas are introduced in the paper which fully illustrated the pushing effect of the six sigma in establishing a great power in the civil aviation.

   4. A Fault Tree Analysis of a Typical Lightning Strike on Aircraft

  摘要:   The lightning strike has been at various times encountered by aircraft in past years, which severely jeopardizes the flight safety and thus increases the operation cost and deteriorates service quality for an airline company. The fault tree analysis was adopted in this paper to systematically analyze a typical case of aircraft lightning strike. Basic events, together with the minimum cut sets and minimum path sets were resolved. It was found that the large number of minimum cut sets implied significant lightning strikes on aircraft, and special attention should be paid to the improvement of professional competence of flight dispatchers as well as the supply of newest weather information to dispatchers by air carriers. By further combining with the analysis of the structural importance of basic events, detailed procedures were proposed to prevent aircraft lightning strike, which is thus believed to be beneficial to airline industry.

   5. Developing and Testing the Reliability and Validity for Airport Operators’ Work-Related Stress

  摘要:   The object is researching the validity and reliability of confirmatory factor analysis for evaluate the condition of work-related stress in civil airport personnel. Using the scale as a tool, the scales construct validity and reliability was estimated by exploratory factor analysis and confirmatory factor analysis. Exploratory factor analysis made the scale of nine factors, and every factor had reasonable explanation (KMO value was 0.818, explanatory total variance was 74.834%). Employing confirmatory factor analysis showed that the goodness of fit is very accurate and the variables are divided into nine dimensions reasonable, and also consistent with the purpose and realities of building the scale. It is the effective way to combine confirmatory factor analysis with exploratory factor analysis to estimate the scale’s construct validity and reliability.

   6. Construction and Validation of Safety Risk Evaluation Model for Operating Jobs in Airport

  摘要:   The object is researching the methods and techniques of safety risk evaluation in airport and developing a useful tool, for supporting the implementation of aviation safety management system in China. Based on SHEL Model and China Civil Aviation Regulations established the evaluation model. The model involved personnel, equipment, procedures and environment. The model had three hierarchies and included 75 indexes. Raw data were collected by questionnaires these came from the airport managers and operators. It used the Analytic Hierarchy Process and triangular fuzzy numbers to establish the weight value of the safety risk evaluation model of pivotal operating jobs in civil airport, and then verified an example. The example displayed that safety integrated risk index (SIRI) of the operation commanders and the special vehicle operators were 40.7 and 40.4. The SIRI values of the two jobs were higher, and the result was consistent with the current situation. The results showed that SIRI had certain objectivity and representation. The model is valid. The evaluation model can be more comprehensive and accurate status of safety performance of pivotal operating jobs in the airport. All weights were acceptable.

   7. Application of System Safety Assessment in ETOPS Design

  摘要:   A compliance means is proposed to satisfy additional airworthiness require-ments of CCAR-25 “transport category aircraft airworthiness standard” §1309(b) for Extended Range Twin Engines Aircraft Operations(ETOPS)ability design. Based on typical ETOPS route characteristics of a certain type of aircraft, the general system safety assessment method is modified and optimized considering the function of time, the boundary of flight duration is established and the parameters for ETOPS safety assessment are redefined. With an engineering case of combination failure con-dition composed of an engine failure and the rudder system failure, a specific safety analysis model and a verification method for §25.1309(b) on ETOPS condition are built. The difference between the model and the general system safety assessment method is illustrated.

   8. Civil Aircraft’s Dynamics Simulation for Detailed Trajectory Estimation

  摘要:   Abstract: Trajectory estimation is one of the supporting tools for the air traffic management and airworthiness certification. A correct forecast for the aircraft trajectory should be based on a series of information such as the flight plan, the specific aerodynamics and engine performance of aircraft and even the effects of atmosphere and weather. For study the civil aircraft’s performance, two models are built up, one of which is established on Base of Aircraft Data (BADA) model. By rearranging the total energy equation, the so called Energy Share Factor (ESF) is introduced to facilitate the calculations for rate of climb (R/C), deriving aircraft states such as flight path angle and true air speed in different phases. The aircraft performance data is derived from BADA by EUROCONTROL, which can provide aerodynamics and engine performance. If the takeoff, en route, approach, and landing configurations have been already defined, this module can be used to calculate complete flight profiles. However, BADA models show some weak behavior when dealing with altitudes below 10,000 feet. Therefore, a flight dynamics model with flight control laws is implemented. The main aircraft dynamics part uses equations of motion for generating the aircraft position (latitude, longitude and altitude). For the purpose of simulating the behaviors of the aircraft, several types of tracking control laws are developed and validated, Compared with the outputs from the former energy model, the integration of those control laws into the flight dynamics model seems to be successful and effective, especially for the departure and arrival phases.    9. Analysis of A320/319/321 and B737NG Aircraft Pilot Operation Procedure Based on Accidents/Incidents

  摘要:   From a global perspective, pilot factors have got proportion of 70% among the reasons of civil aviation accidents/incidents. And according to a survey made by Civil Aviation Administration of China, 62% of civil aviation accidents/incidents are caused by pilot factors. Thus, these accidents/incidents are really valuable for mining implied reasons of human factors and that is why they should receive more attentions. In this article, accidents/incidents has been collected from the past 20 years of global civil aircraft, and analyzed the A320/319/321 and B737NG cases related to Pilot Operation Procedure (POP). Basic Element Analysis was used to research them, and made Statistical Analysis. Finally, there were found the deep-level problems, and got the disciplines hidden in the back of these accidents/incidents. These disciplines are valuable to improve the POP safety as perfect as possible, reduce the flight accidents probability caused by pilot, and further improve the safety level of civil aviation in China.

   10. Analysis of Use Reliability on Electrical Power System of Civil Aviation Training Planes

  摘要:   Safety and Efficiency are the operational goals of civil aviation, while the plane system reliability is the fundamental guarantee. Failure records produced during operations are the sound bases to assess the plane reliability. Through reliability analysis, the evolution law of individual system function can be obtained and the related risk can be identified. As a result, plane safety can be guaranteed by taking relevant measures in designing, manufacturing and use. In this paper, main study is focused on electrical power systems in three models of training planes--Cessna 172R, Simenole and Cheyenne ⅢA, which are widely used in certain civil aviation flight university. In order to analyze and calculate the life distribution and reliability index of electrical power systems of the target planes, mass data were collected from the monitoring records of electrical power systems and components, as well as the failure and repairing records generated during training plane operations. The differences among the target planes regarding the failure rate and reliability of electrical power systems are also analyzed. In the end of the paper, types of frequent failures in electrical power systems are summarized, and related safety advices are provided.

Accuracy, freshness and comprehensiveness of information communication are important to safety of civil aviation. Information communication elements were decided based on the analysis of the aircraft maintenance characteristics and information communication mechanism; the information communication model was founded; and the causes of communication obstacles in the maintenance were analyzed from the information fluid angle of SHEL; finally, some advises to avoid the information communication obstacles in aircraft maintenance were put forward.

   12. Research on Terminal Facility Optimization in Large Airport

  摘要:   During the operation of airport, the reasonable match of facilities opening in the terminal will make the service level and economic benefit to a high level. To reach aforesaid aim, and a minimum terminal operating costs synchronously, the optimization of the configuration of the terminal facilities had been completed by simulation software. And then the optimization scenario of the opening facilities had been presented. The queue network model and the cost model had been established according to the passenger flow,in which the reduction in the amount of consumption due to passenger waiting had been applied into the simulation and optimization of terminal system. On the basis of the above, the computer simulation mode had been established with the use of QMS simulation system and thinking of dynamic simulation. Domestic and international passenger flow of Beijing capital international airport was simulated by the computer simulation mode. And it had been educed the optimized scenario of the facility number that need to be opened to passengers of each functional area in different period of time. The result of this study is important to make the services more efficient and increase income in the airport.

   13. Comparative Analysis of Air Transport Passenger Fatalities per Passenger-Kilometer between China and America

  摘要:   In order to improve the level of civil aviation safety continuously, a research has been done to analyze air transport passenger fatalities per hundred million passenger-kilometers between China and America. First of all, the applicability of exponential smoothing, grey prediction and regression analysis method are analyzed according to the change trend of passenger fatalities per hundred million passenger-kilometers. Secondly, the regression analysis method of passenger fatalities per hundred million passenger-kilometers is established, and the fitted curves of these are researched. Finally, comparative analysis of the fitted values of passenger fatalities per hundred million passenger-kilometers from 1989 to 2014 is made between China and America. As found from the study, civil aviation passenger fatalities per hundred million passenger-kilometers of China has been declined rapidly in the present and past few dacades, however, there is still a gap with America. Although the accident rate of China has been lower than America, but passenger fatalities per hundred million passenger-kilometers of China is still more than America. It means that the civil aviation safety level of America is affected more seriously by regional air transport.

In view of the problem of port competitiveness evaluation methods,the paper puts forward a feasible port competitiveness evaluation method based on entrophy-weight fuzzy analysis with strong operability and gives a numerical example by using this method.The results showed that it matches with the actual situation.

Based on the appropriate classification of the organizational factors, the research analyses the impact of organizational factors on safety from the perspectives of resource management, process management, organizational atmosphere and organizational supervision. Besides, the relevant data obtained through questionnaire is analyzed using SPSS13.0 software. With the aid of AMOS17.0 software, this research establishes a Structural Equation Model analyzing impact of organizational factors on safety, and observes the impacting degree and mechanism of the factors.    16. Analysis of Civil Aviation Communications Error Events Based on SHEL Model

  摘要:   It analyze the deep-seated reason of communication errors in civil aviation referring to SHEL model. Analysis process uses the statistic charts and data of ATM's unsafe incident from human factor research report of ATMB of China. According to the concept of SHEL model, an analyzing framework is derived. In the framework there are four interfaces which are interface of controller with hardware, interface of controller with software, interface of controller with other people and interface of controller with environment. Flight conflicted incidents caused by communication errors in air traffic from 2005 to 2007 are analyzed. According to the statistics analysis results, it is concluded that the main reasons of communication errors are failing coordination of controller group, dynamic monitor ineffectively, improper attention distribution, skill defects or inadequate experience, violating regulation, and so on. Finally, it gives some advices for avoiding communication errors that the controller’s quality training and group resource management should be strengthen, at the mean time, the team cooperation spirit should be exerted.

   18. Design and Implementation of Hazard Management Information System for ATM Based on B/S Mode

  摘要:   Safety hazard management is one of the core problems in the construction of Safety Management System (SMS) in Air Traffic Management (ATM). There are still many defects for our ATM industries to manage the hazard, therefore, we should use some modern means to construct Hazard Management Information System for ATM to manage hazard effectively. This paper introduces the method of ATM hazard management first, then discusses the hazard assessment method. Finally, realize the Hazard Management Information System for ATM from the ATM for hazard management reality which is based on browser/server (B/S) mode. The design mode and the major function model of the system are introduced. It is a good management tool for ATM industries to enhance the efficiency of hazard management.

   19. Research on Structural Damage on Cement Concrete Pavement in the Airport

  摘要:   With the increase of the usage amount, various degree damages would appear on the cement concrete pavement in the airport. Serious structural damages, such as rifts of concrete pavement, sink, slab staggering, etc., would affect on the flight safety of airplanes. In view of the damage phenomenon may be caused by diversified factors. So the scheme to deal with the damage is not singleness. To fundamentally solve structural damages of the pavement pertinently and reduce the potential safety hazard to the lowest, it is necessary to lucubrate the mechanism of structural damages. All factors, influencing structural damages of the airport road, are analyzed in the paper, which are including in temperature variation, foundation modulus, capability of load deliver among pavement slabs, overload and flexural-tensile strength of the pavement. The finite element model is established based on the practical construction of airport road. The effect of factors on concrete pavement damages in the degree is discussed. Moreover, the deformation and stress of the joint of pavement slabs under the repeated dynamic airplane loads are analyzed. Results showed that the differential settlement caused by foundation modulus and insufficient capability of load deliver are main factors lead to structural damages of the airport road. In the view of the above, mechanisms of structural damages of the cement concrete pavement are determined. To the joint damage of the pavement, two precautions are put forward mainly. Then the effect of two precautions is analyzed based on the finite element method, which indicates that two precautions can obviously reduce the degree of damages. Research results would provide reference for the cement concrete pavement design of the airport. Furthermore, it would effectively reduce the potential safety hazard and ensure the safe operation of the airport.

   20. Bird Strike Risk Analysis at Airports Based on BP Neural Network

  摘要:   Bird strike events have an increasing threat to flight safety. Bird strike risk analysis is an important part of bird strike prevention at airports. Current mathematical model based on the bird survey at airports has its deficiency. In this paper, a new risk analysis model based on a BP (Back Propagation) neural network is proposed. In this model, 4 risk factors are selected as the input layer of BP neural network and bird strike risk is used as the output layer. Finally, the accurate and reliable results show that this available model can provide a new idea for bird strike risk analysis and serve as an effective method to set bird control priorities.

   21. Qualitative Analysis Method of Civil Aviation Safety Information Sources

  摘要:   There are many research models about causes of accident, Professor Edwards's SHEL (Software Hardware Environment and Liveware) model was given in 1972, Professor James Reason in Manchester University applied organization and management considerations into the cause analysis of accident and created Reason model. “Research Institute of Civil Aviation Safety” of civil aviation university of China created a new analysis technique in 1996 based on Reason model which was named “Elementary Events Analysis Method”, Wiegmann and Shappell developed the Human Factors Analysis and Classification System (HFACS) model, Threat and Error Management (TEM) analysis technique which can not only focus on a single event but also understand the multi-events system model. Confidential reporting or mandatory reporting is the main source of civil aviation safety information. Using SHEL Model, Reason Model, Elementary Events Analysis, HFACS Model, TEM analysis technique to analyze the selected representative confidential reporting or mandatory reporting respectively, comprehensively compare these qualitative analysis models and techniques, we can clearly know the advantages and disadvantages of each method, help the researcher find the most suitable method. TEM analysis technique is simple and easy to operate, when you face a large number of accident / incident cases, TEM analysis technique will help you complete the task efficiently. If you want to get a specific analysis of accident / incident, HFACS model is suggested.

Finally, the feasibility of evaluating the effectiveness of airfield lighting system based on the theory of fuzzy data’s quantitative change is validated by a case study.

  摘要:   The airline delay is a serious and increasing problem in the airline industry. This article examines the relationship between airline flight delays and financial conditions of airlines. The result indicates that the likelihood of a flight being delayed increases with the revenue growth and turnover of fixed assets and decreases with debt ratio, net profit on sales and cash on total assets. The methodology presented in this article should be of significant interest to quality control professionals to ferret out factors that cause problems.
